Technology Plan for Intelligent Building, Living Space and Industry Development Promotion

* Brief Introduction:

  With being beneficial to everyday life of the general public as a premise, the technology plan of the Intelligent Living Space (ILS) development aims to provide a human-oriented living environment in many aspects, such as safety, health, convenience, comfort, energy efficiency, and environment protection. The contents of the plan cover five major aspects: 1) to operate the promotion office and its task force; 2) to facilitate the industry development and personnel cultivation; 3) to demonstrate and promote technology applications; 4) to conduct innovative services and integrated development; and 5) to establish relevant promotion mechanisms, policy instruments, and regulations. Incorporating the Information and Communication Technology (ICT) into building development, the plan essentially possesses the interdisciplinary, cross-industry, and cross-ministry characteristics. Through the operation of the promotion office and task force, the integration of various professional fields and cross-ministry coordination and collaboration can be effectively carried out. The task of facilitating industry development and personnel cultivation is to educate and train young professionals for the future work of promotion, extension, and innovation. As for the application of the ILS technology and promotion of the intelligent green building, demonstrative technology applications and relevant innovative services can be extensively promoted to consolidate its integrated development. Such an integrated development can not only mitigate the crisis of energy shortage but also fit to support the aging population in Taiwan through the health care application and services, so that a quality living environment with safety, health, convenience, comfort, and energy efficiency, can be thus achieved. Finally, the entire environment for industry development can be fostered by the establishment of effective promotion mechanism, policies, and regulations.

  The plan is implemented from January 2011 to December 2014. It is closely related to current national policies and explicitly listed as one of “four emerging intelligent industry – Intelligent Green Building” supervised by the Council for Economic Planning and Development of the Executive Yuan. In addition, the plan is also coordinated with the goal of the “Intelligent Green Building Promotion Program” ratified by the Executive Yuan on December 16, 2010, and the policy vision of the Ministry of the Interior for “constructing a quality living environment with civic participation, safety and worriless, welfare and caring, convenient services, and sustainable development.” In 2014, the plan will reach its fourth year of implementation. Based on the previous accomplishments accumulated in the consecutive operation of the promotion office and task force, industry development, and education and application, the promotion of the ILS will be continuously implemented to ensure the ongoing development of the ILS industry and publicity. Besides, the collaboration between industry and academia, international interchange, and personnel cultivation will be further consolidated in the plan. The major tasks are listed below:

I. Operating the promotion office and task force

  1. Regular meeting of the promotion office and task force.
  2. Cross-ministry coordination.
  3. Plan management, checking and reporting.
  4. Office website operation and maintenance and system extension.
  5. Plan promotion and information promulgation.

II. Facilitating the industry development and personnel cultivation

  1. ILS industrial alliance and operation interchange.
  2. Campaign for innovative applications.
  3. Professional personnel cultivation for intelligent industry development.
  4. Survey and evaluation on industry development and demand and supply of professional human resources.

III. Demonstrating and promoting technology applications

  1. Operation and Management of the ILS demonstration center
  2. Demonstrative projects of intelligent building improvement for existing buildings.
  3. Demonstration and promotion of the ILS.
  4. Establishment of demonstrative projects to meet the demand.

IV. Conducting innovative services and integrated development

  1. Survey and study on the demand of ILS.
  2. Exploration of innovative intelligent practices and services for local living systems.
  3. Extensive promotion of intelligent buildings.
  4. Research on innovative intelligent building applications, services, and integrated development.

V. Establishing relevant promotion mechanisms, policy instruments, and regulations

  1. Reviewing the intelligent green certification mechanism.
  2. Establishing intelligent promotion strategies, incentives, and mechanisms for both newly-constructed and existing buildings.
  3. Drafting the technical manual for unified wiring design for both newly-constructed and existing buildings.
  4. Conducting a series of research on laws and regulations for promoting intelligent buildings.

* Objectives:

  In response to the current growth of the ILS development and previous promotion experiences from 2011 to 2013 described above, the plan of 2014 is not only to keep operating the promotion office and implementing intelligent building policies, but also to focus on the substantial development of the entire industry. Major tasks will be continuously put into effects in the plan, such as industry development facilitation, personnel cultivation, demonstration and promotion, as well as relevant mechanism establishment. The task in the next stage is to extend the scope of each individual intelligent building into the intelligent building development under the emergence of the Internet of Things (IOT), in order to meet the growing trend and to increase the entire value. The purchase and maintenance of ICT-related hardware in the intelligent building done by individual building occupants is expected to be transformed into the new commercial model of purchasing or renting from integrated service providers. The developer needs to reserve spaces for intelligent building infrastructure and facilities and the service provider may provide the necessary hardware, equipment, and management based on customer’s demand. The intelligent building integrated with the IOT issue may elicit innovative remote services for health, comfort, safety, disaster prevention, convenience, and user-friendliness. The possibilities of the intelligent building functions can be further expanded to upgrade the traditional service industry, such as property management, security, and health care, and to create more job opportunities.
